In the last 20 years, bioeconomy has advanced rapidly and an increased interest in the approach can be seen. More than 65 countries have developed a national bioeconomy strategy, and several multilateral organisations such as the FAO are developing bioeconomy programs. Under the G20 presidency, Brazil launched the “G20 Initiative on Bioeconomy” in 2024 with a focus on promoting a broad discussion on the role of bioeconomy in reducing inequalities and fighting poverty. Under South Africa’s this year’s G20 presidency the development of sustainable bioeconomy will continue. Also, this years’ German Forum for Food and Agriculture (GFFA), the German Federal Ministry for Economic Cooperation and Development (BMZ) focused on this topic.

Sustainable bioeconomy - a promising pathway to achieving sustainable development goals
The importance of a sustainable bioeconomy is reflected by the topic of the 2025 Global Forum for Food and Agriculture (GFFA)[1] “farming a sustainable bioeconomy”. The GFA, which takes place annually in Berlin, is a unique international platform where high-level experts from politics, business, science, and civil society meet for dialog and networking for global agriculture and food policy. The final Communiqué of this year’s 17th Berlin Agriculture Ministers’ Conference (held annually in parallel to the GFFA) emphasizes the global potential of bioeconomy: “A sustainable bioeconomy is key in transforming the world economy, along with a sustainable, resilient and inclusive circular economy, as a contribution to achieving sustainable consumption and production patterns which includes renewable resources and respects planetary boundaries.” Thus, bioeconomy offers a promising pathway to achieving sustainable development goals and securing global food systems.
In the context of the GFFA, the Federal Ministry for Economic Cooperation and Development (BMZ) through GIZ organized an expert panel on “Bioeconomy and Transformation of Agriculture and Food Systems”. Panelists discussed several aspects that contribute to the transformation of agriculture and food systems and therefore to a sustainable bioeconomy. Experiences on bioeconomy country policies and good practices where shared and enriched the discussion on how framework conditions can be designed to guide a fair and socially, ecologically, and economically sustainable bioeconomy development.
Attractivity of sustainable bioeconomy as a concept
In his keynote, Dr. Julius Ecuru, Head of BioInnovate Africa, Kenya, explained the rapid adoption of bioeconomy from three perspectives: First, the idea that bioeconomy can replace or at least reduce dependence on fossil fuels. Second, that biodiversity-rich regions of the world like Sub Saharan Africa and Latin America, can add value and sustainably use their biological resources for economic growth and jobs. And third, that
advancement in bioscience and biotechnology can create new opportunities for biomanufacturing and new industries of tomorrow.”
Innovation, digitalization and financing
Innovation and digitalization are crucial drivers in advancing the bioeconomy. Areas in which bioeconomy can offer sustainable solutions, new business prospects and jobs are for example:
Biomaterials including for construction, packaging, transportation (sustainable aviation fuels based on renewable crop or forest biomass);
More advanced bioprocesses including synthetic biology-based production of chemical building blocks and using CO2 as a carbon source;
Biorefineries and precision fermentation based on local agricultural biomass for protein production;
Regenerative forestry and land/ocean farming producing multiple materials for health and food security as well as bioproducts;
Other nature positive solutions, including enhanced ecosystem services.
For realising the potential of bioeconomy and foster innovation, new financial instruments are necessary, that reduce investment risk and ensure liquidity. Moreover training, communication and cross-sectoral cooperation are vital elements for a successful transition towards a global sustainable bioeconomy, while acknowledging traditional knowledge and cultural heritage.
One of the significant challenges in advancing a sustainable and inclusive bioeconomy is addressing potential conflicts of interest arising from the increased demand for biomass for both food and non-food applications.
BMZ’s State Secretary Jochen Flasbarth emphasized that “it is crucial to prioritize food and nutrition security for all, particularly for vulnerable populations. Human-rights based approaches and the right to adequate food must be guiding principles. Bioeconomy development must not exacerbate existing challenges such as poverty, hunger or biodiversity loss.
Inclusive and sustainable bioeconomy development means supporting local value creation, fair access, and benefit sharing, but also respecting planetary boundaries. Only then, bioeconomy will contribute to reducing pressure on ecosystems and biodiversity, to poverty alleviation and prosperity.“
The experts on the panel agreed that with these conditions fulfilled, sustainable bioeconomy can realise its potential to create new sources of value and income, particularly in rural areas and especially for smallholder farmers, women entrepreneurs, youth, and Indigenous Peoples. Empowering rural communities through technology, innovative financing, and comprehensive training can significantly enhance their economic productivity and resilience to climate change.
Global Cooperation and Governance
The success of sustainable bioeconomy also relies on global collaboration and engagement of all stakeholders for knowledge sharing, fair framework conditions and good governance. There is a critical need to link policy agendas with regulations and financing instruments to maximize impact. International, regional, and local trade and well-functioning markets with accepted rules and regulations are a precondition for the realisation of sustainable bioeconomy.
